The reason is because each license must be tied to one server only, so if you want to make 2 HexOS servers, (1 primary, 1 offsite backup for example), then you need 2 licenses minimum.
I have a home server I'm building out now and plan to build an offsite server to backup to late next year so I've bought two licenses because I've spent hours this morning reviewing the software I want for my NAS (currently fighting with TrueNAS Scale on setup) and I decided to bite the bullet now with the 30 day refund window.
One thing I'm curious about that I haven't seen talked about by others yet is VPN compatibility, as in making your own little VPN setup with Tailscale. Are there plans to ensure compatibility with VPN useage and access in the future?
