Can't access plex without my ip address?

So i'm on my local network i can't seem to access my plex server via the website.  I get a 

* app.plex.tv is unable to connect to

 

I also get a remote access

* Not available outside your network

But i think that's fine because i don't want to access this outside my home access.

If i use the IP address it works fine.  Just not through the https://app.plex.tv..  So i can't use it with any of my devices that are not a website.  

 

 

The only thing semi weird about my setup is my network address start at

* 192.168.5.X instead of 192.168.1.X

I had this issue and I had to add https://<IP>:<Port> to "Custom server access URLs" under network advanced settings in plex server settings. After that I logged in again in the apps and they worked.
