From there does anyone have a good way to power the additional hard drives as I plan on getting an optiplex that would not have enough sata power cables. Or should I go a different direction? Quote

The mid and full tower versions should use regular ATX power supplies in which case you can replace the Dell OEM one with something that has more peripheral power should you need it. I would say that if you are serious about adding additional drives to get a desktop case that can support the drives you need. If you're only running a handful then using adapters should be okay.
