Can you migrate the licence to a new server if the one you were using dies?

Yes, you can. It states that you have to deactivate the license first on your old server and then you can activate the license on the new server.

I think though, that what Orochi is asking is "In the instance that my server is dead and I can't access it anymore, how do I deactivate the licence in order to activate it on another machine?"

From the Deck, simply click Disconnect this server. And then your license is free to use and setup a new server again.
